Energy Management System

TS EN ISO 50001 Energy Management System: 2018 is a management standard that aims to increase the efficiency of energy resources and energy use in order to prevent waste in energy use, to use energy more effectively, to alleviate the burden of energy costs on the economy and thus to reduce the damage to the environment.

DIRECT BENEFITS OF ISO 50001 ENERGY MANAGEMENT SYSTEM:

  • Savings in the cost of energy use,
  • Prioritize low-cost and no-cost energy saving opportunities,
  • Reduced greenhouse gas emissions,
  • Less exposure to fluctuating energy prices,
  • Reduced carbon footprint,
  • Increased security of supply by reducing dependence on imported fuels,
  • Increased energy awareness and greater employee engagement,
  • More information on energy use and consumption and opportunities for improvement,
  • Informed decision-making processes,
  • Reduced uncertainty as future energy use is better understood.

Apart from the above-mentioned benefits of the Energy Management System, there are also indirect benefits such as corporate image, operational efficiency and positive publicity.

OBLIGATION TO ESTABLISH AND CERTIFY AN ENERGY MANAGEMENT UNIT:

Article 9 - (3)

An energy management unit shall be established in organized industrial zones with at least fifty enterprises active in the zone in order to carry out activities such as informing, raising awareness and sample applications in order to help fulfill the energy management practices specified in Article 8 in industrial enterprises with a total annual energy consumption of less than one thousand TOE and to carry out the activities specified in Article 8 within the scope of energy generation, transmission or distribution activities carried out by or on behalf of the organized industrial zone.

Article 7 - (2)

As of the date of entry into force of the Regulation, public buildings, commercial and service buildings, electricity generation facilities and industrial enterprises obliged to appoint an Energy Manager in the second paragraph of Article 8 and organized industrial zones and industrial enterprises obliged to establish an energy management unit will be certified by establishing TS EN ISO 50001 Energy Management System. Relevant institutions, organizations and enterprises are responsible for keeping the energy management system up-to-date.

Article 14 - (1)

As of the date of entry into force of the Regulation, TS EN 50001 ENERGY MANAGEMENT SYSTEM CERTIFICATION OBLIGATION in the second paragraph of Article 8 in the phrase "Energy management systems in industrial enterprises, organized industrial zones and buildings obliged to appoint an Energy Manager or to establish an energy management unit shall be established as the basis for certification of the national or international ISO 50001 Energy Management System in force." must be fulfilled by the end of 2023 at the latest.

WHO IS AN ENERGY MANAGER AND WHAT ARE THEIR DUTIES?

People who are responsible on behalf of the management for carrying out activities related to energy management (administration, management and organization of energy consuming systems) in industrial enterprises and public buildings and who have an energy manager certificate are called Energy Manager (EM).

WHO CAN BECOME AN ENERGY MANAGER?

Article 11 - (1)

People with at least a bachelor's degree in engineering or in the machinery, electricity, mechatronics or electrical-electronics departments of technical education faculties are accepted to energy manager trainings.

WHAT ARE THE DUTIES OF AN ENERGY MANAGER (EM)?

  • To maintain and monitor the efficiency of energy consuming equipment,
  • Monitoring and periodically reporting energy consumption in the organization
  • To procure and install the necessary equipment to monitor energy consumption,
  • Identify the modifications needed for energy consuming systems and coordinate their implementation,
  • To save money by changing consumption habits,
  • To follow existing and renewed legislation in the field of energy,
  • To carry out ideas about the processes of utilization of energy waste,
  • Providing training to staff on energy efficiency issues,
  • To research and develop renewable and sustainable energy sources,
  • Providing both technical and practical advice.

HOW TO BECOME AN ENERGY MANAGER (EM)?

Participation in the trainings organized by the institutions authorized by the Ministry should be ensured. After the training is completed, it is necessary to participate in the Energy Management exam organized by the Ministry, which takes place twice a year, and must score at least 70/100 points and be successful. Energy Manager Certificate is issued to successful candidates.

WHO MUST HAVE AN ENERGY MANAGER?

Article 8 - (2)

The managements of commercial and service buildings with a total construction area of at least 20.000 m2 or annual energy consumption of 500 TOE and above, and the managements of public sector buildings with a total construction area of 10.000 m2 or 250 TOE and above shall contract with a company or companies that have an energy manager certificate among their employees in order to ensure that the energy management activities specified in Article 8 are carried out. In case there is more than one independent building within a building group or campus, the sum of the construction areas of the independent buildings separately is accepted as the total construction area.

In order to carry out energy manager services more effectively, public institutions and organizations carry out the relevant activities in the buildings covered by the central energy management unit in accordance with their corporate structure. The energy manager service that can be provided by the Energy Manager Certificate holder and a person within the companies by making a contract is limited to 3 buildings. Facilities cannot provide energy manager services except for the energy manager assigned among their own employees, the building or industrial enterprise for which they are responsible.
