It is a project prepared on the basis of components in accordance with the implementation procedures and principles prepared by the Ministry, which includes solutions on issues such as the use of energy efficient equipment and systems, insulation, rehabilitation and process regulation; prevention or minimization of unnecessary energy use, waste energy, energy losses and leaks, as well as waste energy recovery, cogeneration systems.
Except for legal entities holding licenses for electricity generation activities, enterprises operating under the chamber of commerce and industry, chamber of commerce or chamber of industry with a total annual energy consumption of 500 TOE or more and engaged in the production of all kinds of goods can apply for efficiency improvement project support.
Industrial enterprises wishing to benefit from productivity-enhancing project supports shall submit their project applications to the Ministry without being subject to any period of time, covering the details of the application, evaluation and implementation of the supports and prepared by the companies in accordance with the application procedures and principles.
Applications are limited to five projects. Projects of industrial enterprises that have been decided to be supported in previous application periods and whose implementation is still ongoing are included in this number. However, projects whose implementation has been notified in writing to the Ministry are not included in this number.
Projects are evaluated by a commission consisting of at least five people. The VAP evaluation commission examines the projects in the applications on a component basis according to the measurement data, assumptions, methods and calculations used and other criteria determined in the application procedures and principles.
The calculation of the support amount to be applied is based on the invoice information approved by a certified public accountant and issued after the project start date. In case the realized project value (excluding VAT) is higher than the accepted project value, the support payment is made according to the calculations made over the project value that will not exceed the maximum ten percent incremental value of the accepted project value. The realized project value cannot exceed five million Turkish Liras excluding VAT under any circumstances.
